December 16, 2015 a meeting of the Joint Board of the Transport Prosecutor's office of the Volga Transport District and the Volga Interregional Environmental Prosecutor's Office was held in Nizhny Novgorod co-chaired by the Transport Prosecutor of the Volga Transport District Timur Kebekov and Volga Interregional Environmental Prosecutor Benjamin Selifanov. The main issue was the organization of cooperation on the provision of lawfulness in the field of water management in the regions of the Volga basin.
The heads and employees of Transport Prosecutor's office of the Volga Transport District and Volga Interregional Environmental Prosecutor's Office, transport prosecutors and Interregional Environmental prosecutors the Volga basin, heads and representatives of law enforcement bodies of the Volga Transport Region, the Department of The Federal Supervisory Natural Resources Management Service of the Volga Federal District, the Upper Volga Territorial Management of Federal Fisheries Agency, the Upper Volga Basin Water Management The Federal Water Resources Agency, the Ministry of Ecology and Natural Resources of the Nizhny Novgorod Region, the Federal State Institution "Administration of the Volga River Basin of inland waterways," the St. Petersburg Scientific Research Center for Ecological Safety Russian Academy of Sciences participated in the meeting.
Participants noted the positive results of joint prosecutor's check the implementation of legislation on water transport, including the implementation of legislation by owners of water vessels under exploitation of mooring, parkings for boats and ships in the regions of the Volga basin of the Volga Federal Region. They also told about failings in the implementation of the powers.
More attention was paid to the results of a large-scale work on the causes of shallowing of the Volga, which lead to the deterioration of the safety of navigation, environmental and sanitary and epidemiological situation, the reduction of spawning fish.
At the end it was noted that it is required to take additional measures to ensure the safe operation of water transport, control over the technical condition of vessels, activation of detection and prevention of illegal extraction of non-metallic materials and aquatic biological resources. At the same time the highest effectiveness of these measures is possible only because of joint efforts of the Transport Prosecutor's office of the Volga Transport District and the Volga Interregional Environmental Prosecutor's Office in the areas, based on the regular exchange of information on violations of the law.
Finally the work plan of both prosecutor's offices on the 1st half of 2016 was established by the Transport Prosecutor of the Volga Transport District and the Volga Interregional Environmental Prosecutor .
