Joint board of Transport Prosecutor's Office of the Volga Transport District and Volga Interregional Environmental Prosecutor's Office discussed one of the main reasons of the shallowing of the Volga river

Today, 06.15.2015, a meeting of the  Joint board of Transport Prosecutor's Office of the Volga Transport District and Volga Interregional Environmental Prosecutor's Office  was held in Nizhny Novgorod  under the chairmanship of the Transport Prosecutor of the Volga Transport District  Timur  Kebekov  and Volga Interregional Environmental Prosecutor Veniamin Selifanov.

The event was attended (including videoconferencing format) by  heads and representatives of law enforcement bodies of the Volga transport District, the Department of Rosprirodnadzor in the Volga Federal District, the Volga Department of the State Marine and River Oversight, of the Middle and Upper Volga territorial offices of the Federal Rosrybolovstvo agencies, administrations of the Volga and Kama basins inland waterways, Republic environmental control authorities of Mari El, Tatarstan, Chuvashia Republic, Samara, Ulyanovsk and Nizhny Novgorod regions, transport and environmental prosecutors stationed in eleven cities of Transport Districts: Vladimir, Izhevsk, Yoshkar-Ola, Kazan, Kanash, Kirov, Naberezhnye Chelny, Samara, Syzran, Ulyanovsk and Ufa.

The issues of the state of the rule of law in the field of non-metallic building materials production, shore protection, dredging and other work within the foreshore in the waters of the Volga-Kama basin.

Earlier Transport Prosecutor's Office of the Volga Transport District together with Volga interregional environmental prosecutor's office carried out a significant work to identify the causes of shallowing of the Volga, which lead to the deterioration of the safety of navigation, environmental and sanitary-epidemiological situation, reducing fish spawning.

It was found that one of the causes  is a uncontrolled extractive activities of non-metallic construction materials from riverbeds as a result of which the water goes into the formed underground cavities, leading to lower river levels, the emergence of more and more limiting (dangerous for shipping) places on the ship's course, requiring adjustments to the navigable map. In order to ensure the rule of law in this sphere a joint verification of the entire Volga-Kama basin was held in the current year.

According to official statistics over the past 20 years, the volume of sand mining on the territory of the Volga Federal District by almost 3 times, the total amount of extracted non-metallic materials increased of almost 90 million m3. At the same time according to unofficial information the real volume of sand mining exceed the official statistics almost doubled to account for about 150 mln. m3.

The Republic of Tatarstan, Nizhny Novgorod and Samara regions have the most active work on the extraction of sand.

In order to ensure the rule of law in this area prosecutors suppressed facts of unauthorized subsoil use, works in the absence of preliminary hydrological and other surveys, the use of ships that do not meet safety requirements. In all cases, the perpetrators were brought to statutory liability (administrative, disciplinary) at the initiative of the prosecutors.

In general, specialized prosecutors  identified more than 150 violations of federal legislation, made 45 submissions to regulatory authorities, sent 12 times the information to attract perpetrators to administrative responsibility, 3 persons were cautioned about the inadmissibility of violation of federal legislation.

It was found that supervision over the legality of economic entities in the sphere of legal relations on the part of the authorized bodies of state power of subjects of the Russian Federation, the territorial bodies of Rosprirodnadzor and Rosribolovstvo might be intensified. At the same time the highest performance of supervisory powers in this area is possible only with proper organization of interaction of these bodies with each other.

Additional measures aimed at improving the efficiency of the departments were developed as the result of the meeting,  in order to ensure safety of navigation, including the production of non-metallic building materials in the waters of the Volga-Kama basin, as well as carrying out other works within the coastal rivers bands, enhancing cooperation environmental and transport prosecutor's offices, as well as law enforcement and supervisory authorities.
