More than 300 participants of the First Open Forum of the Transport Prosecutor's office of the Volga Transport District discussed the problems of rights of passengers and availability of transport facilities for disabled people

The first public forum of Transport Prosecutor's office of the Volga Transport District was held In Nizhny Novgorod.

The transport sector is an integral part of every person's life. Millions of passengers use the transport of the Volga Transport District daily.

The issue of the protection of rights of passengers and the rights of people with limited mobility in transport is one of the priority directions of supervision for the bodies of Transport Prosecutor's office.  The First open forum of the Volga Transport Prosecutor's office was dedicated to this topic yesterday.

The event was held in the capital of the Volga Transport District, and in the same time it was held in a videoconference format in 15 cities in 3 Federal districts of Russia: Volga, Central and Ural.

The forum was also attended by regional Commissioners for human rights, regional transport Ministers and their deputies, representatives of the Russian National Front, heads of regional branches of Russian society of invalids and society of the blind and other voluntary organizations, heads of the Gorky and Kuibyshev divisions of rail transport of Rospotrebnadzor, heads of the  Transport Management of the MIA of Russia in the Volga Federal District, heads of the Gorky and Kuibyshev Railways, heads of the Organizations providing services in the field of transport, representatives of the media. 

To start with,  Transport Prosecutor of the Volga Transport District Timur Kebekov noted that the development of competition in the transport sector produces a positive effect. The level of comfort of transportation Increases, information provision is improved, additional guarantees for passengers in case of flight delays are introduced, the accessibility of transportation facilities for disabled citizens are increasing. However, not all problems have been solved.

After that, the forum was continued by the ceremony of signing by the Transport Prosecutor of the Volga Transport District of cooperation agreements with the Commissioners for human rights in Nizhny Novgorod region Nadejda Otdelkina in the Penza region Elena Rogovaya to ensure guarantees of state protection of the rights and freedoms of citizens in the sphere of railway, air and internal water transport and customs sphere.

Moreover, the participants were informed about the results of the activity of the Prosecutor's office, aimed at protecting the rights of citizens on objects of transport. Only in the last 2 years transport prosecutors identified more than 800 violations of the law, in order to eliminate them more than 100 presentations were made, over 90 persons were brought to disciplinary and administrative responsibility, 85 claims were sent to the court.

At the request of prosecutors platforms at train stations were improved,  irregularities in the trains of distant and suburban message were eliminated, the facts of violation of the rights of the passengers on the guaranteed list of services were detected and suppressed, measures of influence on the transporters not to allow these violations were taken, the availability of transport infrastructure for the invalids was allowed. The transport infrastructure were equipped with parking places and with special facilities for physically challenged people.

A live discussion among the participants was raised by questions, made both from the public and from the media, concerning the lack of legal regulation of the temperature in the not air-conditioned trains, the rights of passengers when flight delays, modernization of objects of transport.

Transport Prosecutor of the Volga Transport District Timur Kebekov gave instructions to make inspections on specific issues.

The result of discussion will be used in the work of bodies of Prosecutor's office together with public institutions, competent state authorities, representatives of expert and scientific community.
