The Deputy Prosecutor General of the Russian Federation and the head of Department of the Prosecutor General of the Russian Federation took part in summing up of results of the Transport Prosecutor's office of the Volga Transport District

Transport Prosecutor's office of the Volga Transport District summed up the work on strengthening the rule of law in the Volga Transport district for the 2016.

The event was held in the hall of Transport Management of the MIA of Russia in the Volga Federal district in the format of the expanded Board, using the capabilities of video conferencing.

The Deputy Prosecutor General of the Russian Federation Saak Karapetyan, head of Department for supervision over execution of laws on transport and customs sphere of the Prosecutor General of the Russian Federation Elena Glebova, Deputy Plenipotentiary representative of the President of the Russian Federation in the Volga Federal district Alexander Davydov, the Prosecutor of Nizhny Novgorod region Oleg Panasenko, acting Chairman of the Nizhny Novgorod regional court Vyacheslav Popravko, heads of law enforcement, regulatory, tax authorities, court rulings of the transport of the Volga Federal district and Nizhny Novgorod region, heads of Gorky and Kuibyshev Railways commissioners for human rights and the protection of entrepreneurs ' rights in Nizhny Novgorod region, heads of enterprises of the transport industry in the region also took part in the work of the meeting.

The Transport Prosecutor of the Volga Transport District Timur kebekov Kurdinovych opened the meeting, noting that the past year has been traditionally dedicated to the issues of supervision of safety of flights and navigation, transportation safety, respect for the rule of law in the sphere of customs regulation, protection of citizens ' constitutional rights, the coordination of activities of law enforcement agencies to fight against crime, including its corruption.

In the course of oversight over the observance of the Federal legislation prosecutors in 2016, more than 12 thousand violations of the law have been revealed and 80 % of them have been eliminated (nearly 10 thousand violations). At the initiative of the Prosecutor's office 2300 guilty officials are brought to administrative and disciplinary action. On materials of public Prosecutor's checks 49 criminal cases were instituted, the investigation of which is on control of Prosecutor's office.

About 60 % (7.9 million) of violations were related to restrictions of the rights and freedoms of citizens. Through these measures 5.1 thousand violations in the sphere of remuneration  were eliminated. Wage arrears in the amount of almost 200 million rubles were repaid to employees of transport enterprises in the Republics of Bashkortostan, Tatarstan, Mari El, Ulyanovsk region. Labour rights of the employees of such major organizations as the "River port "Ufa", JSC "Bashkir shipping company", LLC "Airline "VIM-AVIA", JSC "Port of Kozmodemyansk" were restored. There is a tendency of reducing the number of accidents.

The taken measures contributed to the reduction of events associated with the violation of safety rules of movement and operation of railway transport on the Gorky and Kuibyshev Railways. No accidents in inland waterway transport were allowed in 2016.

The format of cooperation with the human rights and public organizations expanded. With their participation, Transport Prosecutor's office of the Volga Transport District held an open forum to discuss issues in the sphere of realization and protection of rights of passengers, including people with limited mobility. The results of the forum are actively used by the prosecution in the ongoing activities together with public institutions, competent state authorities, representatives of expert and scientific community in order to minimize the allowed violations of the rights of consumers on transport.

With the support of media and civil society institutions the Internet project "Free legal aid" continued its work. Its interim results proved that the Prosecutor's office reached the main purpose of the portal, and a "feedback" with citizens and business representatives is set up.

Efficient interaction with the commissioners for human rights and for the protection of the rights of entrepreneurs is set up. At the Transport Prosecutor's office of the Volga Transport District the Public Council for the protection of the rights of entrepreneurs continued its work.  Its meetings are traditionally held in format of video conference with simultaneous participation of representatives of the business community.

The Deputy Prosecutor General of the Russian Federation Saak Karapetyan gave an objective assessment of the work of the Prosecutor’s office during the reporting period and identified priority areas for oversight activities in the coming year. In particular, he noted that in the coming 2017 transport prosecutors should continue to concentrate our efforts in oversight activities on issues of transport security, the rule of law in the last stages of preparation of the transportation facilities of the region to welcome guests from Russia and abroad.

Following the event, a set of measures has been developed aimed at improving the effectiveness of the oversight activities of the bodies of the Transport Prosecutor's office of the Volga Transport District.
